Jaffa cakes look good, but I don't understand why biscuits get taxed and cakes don't.  Over here the tax division is between things that have justified nutritional content (all fruits and vegetables, all dairy and meat, bakery and even frozen prepared meals) and those that don't have nutritional value such as candy.  

Cookies and cakes are classed together as untaxed bakery, even though they obviously have not more nutritional value than candy.  So I can't say our system necessarily makes more sense.  Nuts are untaxed; pour chocolate over them and they are taxed.  Some of our candies are basically crackers with chocolate poured over them, so go figure.

I think the problem is that nobody wants to tax bread, but where do you draw the line?
